Google is currently reviewing the extension (even though it was published for several months before). You won't be able to install it until they approve it. I'm not sure how long their review will take.

Ok, bad news. I just got this email from the Chrome Webstore explaining that they denied the extension:

We may remove your item if it has a blank description field, or missing icons or screenshots, and appears to be suspicious

I'm able to install the extension on my own computers without any issues. The icons are all working and you can shorten URLs properly. I'm not sure why it's getting denied.

The extension is "pending review" again after I released a patch level update.

The Web Store team denied the extension again because it "offered no functionality upon installation". Maybe they didn't know to click the icon to trigger the action?
Here's the email they sent me:

Dear Developer, We routinely review items in the Chrome Web Store for compliance with our Program policies to ensure a safe and trusted experience for our users. Your item "Zero Width Shortener," with ID: bpfglcjjbafobagnacabgjncefhakjog, is being taken down as it currently does not work or provide any functionality upon installation. Items on the Chrome Web Store should work and provide the promised functionality that aligns with the description of the item. Please review your item and make necessary changes so that it provides the function/service included in the item’s description. Once your item complies with Chrome Web Store policies, you may request re-publication in your developer dashboard. Google replied to my email and said the reason the extension got denied is because the 192px icon is missing.

Could not load icon 'images/logo-type-round-192.png' for browser action

Here's the thing, though, the icon is very much existent and loads fine when the extension is loaded unpacked. I'll try playing around with the paths to icons and see if they approve it.
