Incorrect help text for 'To' filter #1637

The 'help text' for the To filter is incorrect/confusing.
Current help text: "Counts based on classifications in chronological order. Zero-based. A value of 2 would ignore all classifications after the first two for a subject".
Instead, the language should be: Counts based on classifications in chronological order. Zero-based. A value of 2 would ignore all classifications after the first three for a subject - (ie classifications 0, 1, and 2 inclusive).
That fixed version for the help text appears to be what happens in reality (e.g., in https://caesar.zooniverse.org/workflows/27798/reducers/2832/edit, To=2 is part of that named 'first_three' reducer; Snapshot WI team confirmed that the rule gets three classifications.
