[FEATURE] Remove deprecated options and commands

What kind of feature are you missing?

The followings have been deprecated and should be removed in next major version:

• The --dev option for add and remove commands in feat: add group support for add and remove commands #150
• The --no-dev option for the install command in feat: deprecate no dev option for install command #168
• The --remove-untracked option for the install command in feat: add sync option support to install command #177
• The --no-dev option for the update command in feat: deprecate --no-dev option for update command #200
