As the title says.
This will help reduce cognitive load for log-viewer users who need to correlate log events with their local time or a specific reference time. Currently, log timestamps are displayed in a fixed timezone (e.g., system default), which may not align with the user's working context. This makes it difficult for users to quickly interpret and correlate log events with real-world occurrences, especially when working across different time zones.

Currently, the implementation includes:
- A toggle that allows users to switch between UTC and "Local" time, where "Local" refers to the user's browser timezone.
We aim to enhance this functionality by:
- Introducing a dropdown list that lets users select a specific timezone.
- Providing helpful hints within the dropdown to indicate:
- The user's browser timezone.
- The logger's timezone, typically available as time-zone difference packets in CLP IR logs.
This improvement will offer greater flexibility and clarity for users working with logs across different time zones.
