Describe the bug and how to reproduce
When installing, Windows Defender states that it has prevented the application running because it wasn't recognised (or similar -- can't get this to happen again to get exact text, presumably because it remembers me allowing it to run), and you have to click "more details" before it will give you the "run anyway" button, which is non-intuitive and a lot of people won't realise they need to do it.
Expected behavior
Setup program should have just asked for permission to install without Windows Defender getting involved

Problem happens pre-installation, so no config file exists.
