[UI] Shuttle Replay #229

Is your feature request related to a problem? Please describe.
It would be great if we could have an interface to replay a shuttle's locations throughout the day. This would help us evaluate shuttle matchings and view causes of inaccuracies in our data analysis.
This change needs coordination from the UI and Data team. The UI team will need to provide a map to display historical locations and come up with an interface to display locations. The Data team will need to provide historical shuttle locations, which should be done in #59.
Describe the solution you'd like
A video replay that enables us to fast-forward and rewind time, which would display the location of each shuttle. The replay would be used by developers. For example, if we notice that there are a lot of complaints about shuttles running late, we could rewind time to view whether they were actually late.
This could go under the Data.tsx page.
