Announcements marquee stutters for “Family Weekend” announcement

The announcements marquee unexpectedly stutters in Safari on Mac when displaying the “Family Weekend” announcement. This behavior doesn’t occur for the “New Update” announcement. See the attached screen recording for details.

Cannot reproduce the issue on chrome. Might be a Safari only issue. Having multiple active announcement might be the cause of this issue.

We'll put this issue aside until further concrete errors are observed.
