When try to Power on TV doesn't work and I contacted developer which says it's not working yet sometimes it does work randomly...

Roku's ECP protocol doesn't support a PowerOn command, only PowerOff. It may be possible to issue a Wake on LAN (WOL) packet but I'm not sure what the format of that packet would be. Clicking any button on the remote should cause the device to wake up, assuming it's not fully powered off.

Hmm I believe the official app is able to run on the TV using WOL. I at one point was actually trying to figure out the packes using wireshark until I found this project. Sadly was not able to be smart enough to figure it out. I do know it doesn't require connected to internet since I have internet access blocked by the TV.

Roku devices (or at the very least my Roku Express does) do actually support a PowerOn command. For some reason this isn't documented anywhere, but it is indeed possible to do. I'm not 100% sure when this was added.
