Make Flue not require a cli and flue.config.ts

It's not very clear to me how Flue works from the docs. It looks like a black box and difficult to work with for agents and people.

Why does Flue need a build system? Why a custom flue.config.ts? Could it just use a vite.config.ts file with a plugin instead? The dev command becomes a very simple vite dev. No magic code generation needed
