Review draft and revamped snapshot work coordination thread

This thread is meant to coordinate and centralize various ongoing efforts to make the spec tooling ready to produce review drafts (per whatwg/sg#70). Along the way we also made a number of changes to how commit snapshots are produced. I will edit this OP as we go along and as I remember more work we might need to do.
