Add in electricity consumption for RO in potable wastewater reuse cases

**Describe the solution you'd like**
A new class of sourcewater for drinking water treatment modeling that is "potable reuse".  The model can draw on freshwater for most electricity consumption modeling, but should use different (i.e., non-zero values) for reverse osmosis

Use the new process tab to model potable wastewater reuse case.
