Problem

Seems after update version of gh actions actions/download-artifact@v4 and actions/[email protected] it become incompatible with
either actions/download-artifact@v4 or gh release create functionality.
Probably we need to use some different notation to reference the created artifacts.

Impact

When creating new release (candidate) built binary assets are not uploaded for the release.
