Integrate DID Traits as Rubric Criteria

Once the DID rubric has been jsonified (see #77), we can start to integrate the DID traits from @ottomorac and @jceb.

I have taken an initial stab at this and the resulting criteria can be found here: https://legreq.github.io/did-rubric/integrate-did-traits/#did-traits

Currently, I tried to simply map the existing traits structure to a rubric criteria JSON model without being opinionated.

We will need to go through each of the traits criteria in turn to refine them further, but this is a start at least.

@wip-abramson #77 has been closed. Does that mean this task can't go forward?

Nope, work is progressing on getting a PR together that is version 2.0 of the DID rubric. That branch got closed, because it was only part of the work.

We expect this PR to be ready in the next week or two.

However, the work of integrating DID traits is separate and in addition to this.

Fairly significant work is needed to review the existing DID Rubric conversion of DID traits and make sure they are correct and compatible criteria.
