[Proposed Work Item]: Standardising usage controls in Solid

This work item is to standardise usage controls with Solid. This work includes:

• Recommending a usage control language to be used with Solid (e.g. ODRL or DToU, and which profiles)
• Recommending how usage controls should be presented (e.g. as an axillary resource)

Hi Jesse, all. I don't know the context for this. Immediate thoughts: Two major considerations -standardisation/consensus and sustainability/maintainence. I think ODRL has both, AFAIK DToU is an academic work so far? (based on arXiv preprint). These both provide frameworks/structure but a vocabulary would also be needed to use the structure in an interoperable manner and I recommend using DPV as we keep updating it and it has support for sectors and jurisdictions.

I also see it related to LWS works. For example if authorization produces a receipt (grant) which is made available to the grantee. It provides a possible way to include usage besides CRUD access modes. SAI also uses those receipts (grants) for privacy aware discovery.
I have initial working version of CSS policy engine based on those grants.
