visjs timeline time axis stops dragging when minor label contains html #1804

Hi!

I've encountered an issue with dragging timeline by time axis if minor label contains html, it gets dragged for a few pixels and then stops.

In my project I use old version of visjs, but it reporodues with 7.7.3. timeline graph2d as well

Here is a fiddle which reproduces the issue https://jsfiddle.net/57hn4d1r/3/ start dragging by "drag me" label to see
