ConfigTool has no vertical scroll bar

Problem

When using the JIRA ConfigTool, the last row of parameters at the bottom of the page can be hidden and the user has no way of knowing there are more items to configure if the configtool is not fully expanded.

Reproduce

1. Open config tool, validate V1 connection.
2. Go to the JIRA tab and grab the right, bottom corner of the configtool and shrink the size of the tool.
3. Observe the lack of vertical scroll. Since there are more viewable items on form, the vertical scroll should be activatated.
