I mean, not necessarily. HTML elements have a bunch of built in behavior, which is interactive, and can still work without you having Client Components.

But, yes, generally speaking, for events, interactivity, callbacks, interaction with 3rd scripts or external data sources, you can use a Client Component.

The design pattern to go for is composition , you can have Client Components wrapping Server Components, adding interactivity and such, without opting in the entire subtree to Client Components.
