Resolve `revive` linter errors

Exported functions require documentation. The revive linter finds 525 cases of undocumented exported functions. These should be cleaned up over time to allow for appropriate review of the added documentation.

In the meantime, to not drown out legitimate linter errors, we should disable revive.

Hi @thomas-fossati and @yogeshbdeshpande, It seems that the revive linter has been temporarily suppressed by removing it from the .golangci.yml configuration. Should I proceed with addressing the underlying cause by adding documentation to the exported functions and types?
