[Feature] Include References and Authors in GovAction Metadata tab #192

📌 Summary
The current metadata view of Governance Actions doesnt contain references. Example
References are necessary to understand the whole scope of a GA.
Likewise, showing authors, and checking their signatures would be nice.
Bonus: would be nice to include @Ryun1 's suggestion for including onchain data in the metadata: cardano-foundation/CIPs#1101
This data is really useful to avoid replay-"attacks" on (mostly) TW GAs, as anyone could submit an identical TW and attempt to get approvals (unlikely because we have CCs, but having this data is clean)
