Add Little-CMS and JPEG XL as features in the vcpkg FFmpeg package

In order to make compiling fully featured versions of BestSource easy this would be good to have. The package names in vcpkg are lcms and libjxl respectively.

Be warned that the contribution process and method is retarded.

Adding libdavs2 and libuavs3d to vcpkg would also be helpful for some people.
