Can't install macOS ipsw without internet #6966

I can't install any macOS VM without an internet connection, install stops at 0% with generic error

UTM 4.6.4
macOS 15.2 on host, 15.1.1 on VM
M4 Pro chip

Is that an UTM issue or every macOS ipsw requires established connection to the internet?
