Create page from internal learnings for the website.

Additionally, also include information about available certs that are open that used the SMEQA process, including the contact info for a POC from HR.

Title: Government-Wide Hiring Actions using SME-QA
Top paragraph text: Given that effective assessments take time to administer, ideally every applicant who makes it through the process can receive an offer someone in the federal government. Keeping certificates open for 240 days and shared certificate laws help make this possible.

Sub-Header 1: Who should act as the HR Specialist?

Text: Agencies wanting to join together for a shared announcement, assessment process, and certificate, can either hire one of their own agencies as the HR Specialist or use OPM Staff Acquisition to manage the hiring action.

Option 1: If agencies use their own HR, the agency using its HR would issue the certificate to their hiring managers first and then after the second agency posts the announcement through a merit promotion announcement for ten days they can then access the certificate. The posting agency much include language in the announcement telling applicants that the certificate will be shared and include a question asking them to opt-in at the time of the application.

Use this language in your shared certificate announcement:
“This certificate may be shared with other hiring managers at this agency and potentially at other federal agencies at the same location once initial hiring managers are done with their selections.”

Include this opt-in question within the occupational questionnaire:

“If the agency fills all its current vacancies, the resulting list of eligible candidates may be shared with one or more federal agencies outside of the agency. Please opt-in here if you would like your names shared to potentially receive offers from additional agencies without needing to go through another qualifications process.”

Option 2: If agencies want to use OPM Staff Acquisition to mange a government-wide SME-QA hiring action, OPM can run the whole process and issue separate certificates to all participating agencies on the same day at the end of the process. Agencies in this case do not need to issue internal Merit Promotion announcements at the same time as the competitive annoucement.

Sub-header 2: Timeline for a Government-Wide Certificate
This is a sample timeline for a government-wide hiring action. The process could be sped up if desired. The SME-QA Pilot for Customer Experience Specialists across the government took 6 weeks from posting the announcement to issuing the certificates to all participating agencies.

Months 1 & 2: Find pooled vacancies, interested Hiring Managers, and SMEs

Month 3: Hold 2.5 day job analysis workshop, recruit, and post announcement

Month 4: SMEs conduct resume review and first assessment

Month 5: SMEs conduct second assessment and HR issues certificates

@stephaniefaith all good here! Yup - I finished most of the bulk and almost done (a paragraph left) ironing out the other half. Focusing on adding edits with material you sent before Tuesday meeting and will focus on last minute details all next week. So, fingers crossed, final draft should be sent to you for review by end of next week!!!
