Improve bulk assignment flow

Parent ticket for improving bulk assignment flow.

• disable "save and continue" when you haven't selected any assignments / users
• allow filtering by status = "studio", which will be required as those are the bootcamp participants
• standardize fonts in the views
• update dates in student emails to format better

Bulk assignment has many issues currently:

• you can click "save and continue" when you haven't selected any assignments
• you can't filter by "studio", which will be required as those are the bootcamp participants
• the ui is not clear as to how to add assignments
• these flows don't use the normal font, it uses a serif font like times new roman
• emails sent to participants have poorly formatted dates

q for both troy and michael - if you create an assignment and don't mark it as common, there is no way to retrieve it in a future assignment. Would you prefer that all assignments created in the bulk assign screen are automatically created as common? Or the check box for "common assignment" already checked?
