Case notes uses rich text, assignments should as well.
Rich text should be used wherever assignments are added, so on individual users "create new assignement" and in bulk assign.
The rendering of assignments should be backwards compatible - it should still render old assignments that don't use rich text. If it isn't we will need to delete or migrate all existing assignments out of the database.
