Disable bulk actions if there are no bulk actions configured

Currently if there are no bulk actions available for a collection, the bulk action bar + select boxes are still presented which can seem odd when there is nothing in the bulk actions bar to do. It would be good if the select boxes and thus the bulk action bar could be hidden if there are no bulk actions available.
