Describe the bug

On any video playing site like, youtube, playback doesn't not auto play when another program is Fullscreen or exclusive Fullscreen.
On other chromium browsers the video always plays.
I have installed the user scripts from #1517 through violent monkey but they do not fix the issue.

Steps to reproduce the bug

1.Go to Youtube.com
2. Watch Video with auto play turned on
3. Launch a program with exclusive Fullscreen.
4.Notice video doesn't play.

Expected behavior

Video auto plays like other browsers.

I would not know how to test this.
