Viewport Size Protection and page scrolling/resizing, or: Keyboard above text boxes

Hi @uazo, thought you may have an idea or two about this one.

We've been seeing an issue in the CalyxOS fork (not reproducible in Cromite itself) when Viewport Size Protection is turned on, that prevents the page from moving or resizing when the keyboard appears. I tried updating our versions of the patches with your latest patches and it didn't help; also tried including all patches that touch the same files, and it didn't help.
