MockBukkit is no longer suffixing artifacts with SNAPSHOT

Release of MockBukkit for 1.16 does not provide an artifact with X.Y.Z-SNAPSHOT version format, and thus it can't be retrieved with Spigradle dependency handler as it's always appending -SNAPSHOT to version.

-SNAPSHOT is still a part of the artifact version, please consider letting end users decide whether to supply it or not, just like you do with Spigot dependency.

For use kotlin 1.4 buildscript with the kotlin-dsl plugin, I want to fix this when Gradle 6.8 is released.

On next patch, the fix will be:

if the version >= 1.16: not tagging `-SNAPSHOT`
else                  : tagging `-SNAPSHOT`

On next major, will consider to remove the default tag for MockBukkit, also to support ignore mark ! for ignore the default tag like: mockBukkit("1.16", "0.5.0!").

Instead the string format !, this explicit usage better:

mockBukkit("1.16", "0.5.0", mockBukkitTag = null)
