Makefiles are used to run the tests and to build the manual.  This is 
problematic for Windows users.
It would be nice to convert those Makefiles to ant buildfiles (or possibly to 
some other build system?), to make it easier for developers on Windows.

This does not affect users in any way -- only developers.
