Import repository

This release marks when the contents of https://github.com/typescript-tools/rust-implementation were pushed to this new remote.

The reason for this change is to facilitate the new distribution channels: npm is no longer used for distribution of precompiled binaries.

Instead, we recommend you install the monorepo binary using the Nix flake of install-github-release-binary.

The reason for the repository name change is for compatibility with install-github-release-binary: that action expects your binary name to match your repository name.
