Some of these commands are only available as bash commands, e.g. "change_codeowners" and "compare_migrations" and "migrate secrets"

For consistency sake, let's use one technology going forward.

1. Find bash commands that don't have an equivalent node command
2. Create a node port of the command
3. Delete the bash version
