Unable to set email settings for different Store Views.

In the settings under Invitation I am trying to set the Language and Email templates for various storeviews.
I can add settings for additional languages/ store views with the link  `+ Add additional languages`
However when I do that I cannot select all of my Store Views in the `Website` dropdown.
It seems that only the options from one of my Store Groups are available.
