Result rows should have hover effect

In returned results, each entire row is a link which leads to a user profile, but there is no hover effect to indicate that it is a link or which row you are pointing to.

Steps to Reproduce:

• Search for a term
• hover over a result row, no effects given.

Expected:
Slight background colour change or other hover effect to indicate whcih row you are pointing to and that it is a link

Actual:
No hover effects over rows

The entire member card should be clickable and should have a hand cursor when hovering over it. This may be updated in the future when the skills or subtrack stats become links as well.

@callmekatootie, @nlitwin let's allow this one. It's working as designed, but the hover effect is good UX
