A flag to prevent installation of dependencies

This would greatly help if one just wants to create a template project and does not want all commands to run, especially those installing dependencies.

For example, it'd be great for testing the project against Blueprint in CI without re-downloading everything from NPM over and over again: tact-lang/tact#1810

The flag can be named --only-template or --no-ci.
