upgraded hints

Creates archipelago hints when viewed in game, creates setting to decide how many hints will be used (the rest will be junk hints) (previously hints had a 1/3 chance to be junk), creates settings to customize pool of items for hints

owl statues inside dungeons are all doing the same text. i was under the impression upstream had separated them out, will have to look into that

in d0 it was, in d7 its distinct, the d0 hints were all junk. weird that it was all the same but not impossible i guess
