Get TestPyPI access to setup Trusted Publishers

@pkomiske can you please add @rikab and @j-s-ashley as owners to the EnergyFlow TestPyPI repository (https://test.pypi.org/project/EnergyFlow/)? This is needed to setup Trusted Publishers as described in PR #44.
