How to run setup?

How do you run nodejs setup.js?

Do you run this before you zip up the repo and upload it to AWS or after your uploaded the zip file and created the function in aws? 

I downloaded this repo as a zip and uploaded it to aws but I don't know how to run setup.js using the aws dashboard.
