I no longer believe this is a valid issue now that workflow update exists. @dandavison - do you agree?

Morally, I agree. However @mnichols WDYT? IIRC you've encountered situations in which a queue-like entity workflow is being shared by multiple clients and the limit on concurrent updates made update impractical, hence there still being a use-case for patterns like activity response.
