I. Основной пакет документов заявки на изобретение (Core Application Documents for an Invention):

1. Заявление о выдаче патента на изобретение (Application Statement for Grant of a Patent for an Invention)

   • Purpose: Formal request to Rospatent to grant a patent.
   • Content:
     • Must be on the official form (Приложение № 1 к Правилам – Appendix No. 1 to the Rules, as per p.51, para 2.23).
     • Наименование заявителя(ей) (Name(s) of the applicant(s)): Full name for individuals, full official name for legal entities.
     • Место жительства или место нахождения заявителя(ей) (Address of residence or location of the applicant(s)), including country code.
     • Наименование автора(ов) изобретения (Name(s) of the author(s) of the invention): Full name.
     • Место жительства автора(ов) (Address of residence of the author(s)), including country code.
     • Название изобретения (Title of the invention).
     • Адрес для переписки (Address for correspondence).
     • Подпись заявителя(ей) или его/их представителя(ей) (Signature of the applicant(s) or their representative(s)).
     • If claiming priority: details of the priority application(s) (country, application number, filing date).
     • If a representative is appointed: their details.
     • Indication of request for early publication, if applicable (p.350, para 4).
     • (Optional but recommended) Contact details (phone, email).

2. Описание изобретения (Description of the Invention)

   • Purpose: To disclose the invention in a manner sufficiently clear and complete for it to be carried out by a person skilled in the art.
   • Content (as per typical patent practice and implied by p.53, para 2.27; p.54, para 2.28; p.55; p.117-121):
     • Название изобретения (Title of the invention) – must match the application statement.
     • Индекс(ы) рубрики МПК (IPC class(es)) (p.76, para 2.68).
     • Область техники, к которой относится изобретение (Field of technology to which the invention relates).
     • Уровень техники (Prior art), including citation of sources for known analogues, and identification of the closest prior art (prototype).
     • Раскрытие сущности изобретения (Disclosure of the essence of the invention):
       • Техническая проблема, на решение которой направлено изобретение (Technical problem addressed by the invention).
       • Технический результат, который может быть получен при осуществлении изобретения (Technical result achievable by the invention).
       • Совокупность существенных признаков, достаточных для решения указанной технической проблемы и получения указанного технического результата (Set of essential features sufficient to solve the technical problem and achieve the technical result).
     • Перечень фигур чертежей и иных материалов (List of figures in drawings and other materials), if any, with brief explanations.
     • Сведения, подтверждающие возможность осуществления изобретения с реализацией заявленного назначения и получением указанного технического результата (Information confirming the possibility of carrying out the invention with the realization of the stated purpose and achievement of the stated technical result), including examples of embodiment where necessary. For inventions related to microorganisms, cell lines, etc., details of deposition (p.58-59, para 2.31).

3. Формула изобретения (Claims of the Invention)

   • Purpose: Defines the scope of legal protection sought for the invention.
   • Content (as per p.16, para 5; p.59-66):
     • Must clearly express the essence of the invention and be fully based on the description.
     • Typically starts with the title of the invention or a generic term characterizing the subject matter.
     • Comprises one or more claims (independent and, if necessary, dependent).
     • Independent claim(s) characterize the invention by a set of its essential features.
     • Dependent claim(s) develop or specify features of the independent claim(s).
     • Must be presented in a specific structure (e.g., two-part form if distinguishing from a prototype, or one-part form).
     • Use standardized terminology.
     • Clearly define all features and their relationships.

4. Чертежи и иные материалы (Drawings and Other Materials)

   • Purpose: To illustrate the invention if necessary for its understanding.
   • Content (as per p.16, para 5; p.48; p.66-70):
     • Graphical representations (drawings, schemes, diagrams, graphs, photographs, tables, etc.) that help explain the essence of the invention.
     • Must be executed clearly, with consistent reference signs used in the description and claims.
     • Numbered figures.
     • Adhere to specific formatting requirements (lines, scale, shading, etc.).

5. Реферат (Abstract)

   • Purpose: To provide brief technical information about the invention.
   • Content (as per p.16, para 5; p.70, para 2.46):
     • Название изобретения (Title of the invention).
     • Область техники и/или область применения (Field of technology and/or area of application).
     • Краткое изложение сущности изобретения (Brief summary of the essence of the invention), including the technical problem, the solution, and the technical result.
     • May include chemical formulas or a reference to a drawing figure if it best illustrates the invention.
     • Concise (typically 50-250 words).

II. Сопроводительные/Условные документы (Supporting/Conditional Documents):

6. Доверенность на представителя (Power of Attorney for a Representative)

   • Purpose: To authorize a representative (patent attorney or other person) to act on behalf of the applicant.
   • Content (as per p.26-28, p.45-46):
     • Details of the applicant (principal) and the representative.
     • Scope of authority granted.
     • Signature of the applicant.
     • Date of issuance.
     • Notarization is required if the representative is not a registered patent attorney (with some exceptions like military personnel, p.26, para 25).
     • If issued abroad, may need legalization/apostille unless exempted by international treaty.
     • If not in Russian, a Russian translation must be attached (p.28, para 27).

7. Документ об уплате пошлин(ы) (Document Confirming Fee Payment)

   • Purpose: Evidence that the prescribed state fees have been paid.
   • Content (as per p.461-463):
     • Details of the payer, the specific fee(s) paid, amount, date of payment.
     • Bank requisites.
     • Reference to the application (if number is known) or invention title/applicant.
     • Note: While submission is not always mandatory as Rospatent verifies payment through GIS GMP (p.462, para 1.3), providing it can expedite processing, especially if paid by a third party or if there are doubts.

8. Заверенная копия первой заявки (Certified Copy of the First (Priority) Application)

   • Purpose: To claim conventional priority based on an earlier foreign or international application.
   • Content (as per p.71-74):
     • A copy of the entire first application, certified as a true copy by the receiving office of that first application.
     • If not in Russian, Rospatent may request a Russian translation (p.72, para 2.51, end).

9. Ходатайство об установлении конвенционного приоритета (Petition to Establish Conventional Priority)

   • Purpose: To formally request the establishment of conventional priority if not done in the main application form.
   • Content (as per p.72, para 2.53; p.370-371):
     • Details of the current application.
     • Details of the priority application(s) (country, number, filing date).
     • Must be filed within 16 months from the priority date.
     • Signed by the applicant or authorized representative.

10. Документы, подтверждающие право на льготы по уплате пошлин (Documents Confirming Entitlement to Fee Reductions/Exemptions)

    • Purpose: To claim reduced fees or fee exemptions.
    • Content (as per p.423-426, p.489-492):
      • Varies depending on the category of the applicant (e.g., veteran status, disability, small enterprise status, educational/scientific institution status).
      • Examples: Certified copy of veteran ID, disability certificate, documents confirming status as a small enterprise, certificate of state accreditation for educational institutions, etc.
      • A petition (ходатайство) for fee reduction/exemption is also required, usually on a specific form (e.g., Приложение № 15 к Правилам, p.425, para 5.1.8).

11. Согласие на обработку персональных данных (Consent for Processing Personal Data)

    • Purpose: Required for authors and other individuals whose data is included in the application.
    • Content (implied by p.455, end of "Ходатайство должно содержать блок..."):
      • Usually a standard clause within the application form or a separate signed statement.
      • Clear indication of consent from each individual for their personal data to be processed and published.

12. Документ о передаче прав (Assignment Document / Document Confirming Right to Apply)

    • Purpose: If the applicant is not the (sole) author, this confirms the applicant's right to file for and obtain the patent.
    • Content (implicitly necessary, though not explicitly required at filing by p.43, para 2.8):
      • Employment contract (if employee invention).
      • Specific assignment agreement (договор уступки прав).
      • Inheritance documents (свидетельство о праве на наследство), etc.
      • Clearly identify the invention, the assignor (author), and the assignee (applicant).

13. Заключение комиссии заявителя по защите государственной тайны (Conclusion of the Applicant's Commission on State Secrecy Protection)

    • Purpose: To confirm the absence of state secrets in the application, if such a commission exists and has reviewed the materials.
    • Content (as per p.17, end of para 5; p.39, para 1.2):
      • A formal statement from the relevant commission confirming that the application materials do not contain information constituting a state secret.
      • Note: This is optional ("может быть приложено" - may be attached).
