Locks when announcing same payload twice

1. Obtain a transaction payload, for example with transaction vrfkeylink.
2. Announce it with transaction payload --sync. It should succeed.
3. Announce the same payload again with transaction payload --sync. Its locks up forever processing:

SUCCESS Transaction announced
/ Processing

If the transaction hash (which is the same in both cases) is checked in another terminal with transaction status --hash, the result of the FIRST operation can be seen. For example, Success.
