TPS does not work as intended. #2061

As I was working on a PR for #1561, (#2062) I made a test which displays the TPS computed from the Swarm TPF and FPS.

However, when playing the Classic Scenario, the Target TPS was 16, but the Computed TPS was ~50. I suspect this number will vary by computer.
This should not be able to happen, because we should stop executing ticks once the target has been reached.
