[MilestoneEpic] Port back local backup and message syncing to the clojure app

Description

Backport everything done in the following Epics to the release/10.29.x branch on status-go:

• [MilestoneEpic] Backup user data to local files #18106
• [MilestoneEpic] Opt-in Messages local backup #18527
• [MilestoneEpic] Opt-in message sync during local pairing #18892

Then use that in the Clojure app so that we can release a 2.34 patch on it.
