The format task was disabled as part of #127 as it had difficulty resolving the dependency graph once projects included identity-provider source directories in their project.

This ticket should investigate how the projects need to be rearranged to allow the formatter to run, or perhaps this is a potential improvement for Spring JavaFormat.

saml2 Projects Are Not Using Formatter
ecec3f9 
To continue to make progress on moving projects over to a local
idp, Spring Java Format is disabled. This will allow for that
investigation to happen in parallel.
