The 'tests' folder is heavy is not necessary for the package users

The 'tests' folder is heavy is not necessary for the package users. Sometimes we use this type package using composer inside plugin or extension of different cms and the we don't need the 'tests' folder but still it's copied.

May be you can create another repo for the 'tests' environment things? and remove from this core package?
