Set up GitHub Pages for documentation site

Deploy documentation as a static site using GitHub Pages.

Acceptance Criteria:

• Set up mdbook, Docusaurus, or similar
• Auto-deploy on push to main
• Include all docs from /docs directory
• Add search functionality

Files: new directory docs-site/, .github/workflows/docs.yml

For docs hosting, a low-risk rollout is: ship static build + deploy workflow first, then add search after the base IA/URLs stabilize.

If you enforce broken-link checks and keep versioned docs URLs from day one, migrations later get much easier.

4. ensure docs build passes in CI flow

Proposal: Docusaurus v3 Migration & Deployment

I have completed and submitted a full migration of the documentation to Docusaurus v3 in PR #77.

My Submission Includes:

• Full Migration: Converted all existing Markdown files from /docs to a modern Docusaurus v3 structure in the docs-site/ directory.
• Auto-Deployment: Included a GitHub Actions workflow (.github/workflows/docs.yml) configured for automatic deployment to GitHub Pages on push to main.
• Search Functionality: Configured the site with search capabilities as requested.
• Production Verified: Verified the static build is clean and all internal links are resolved.
