getOrCreateAssociatedTokenAccount throws error despite payer has enough SOL and account exists already.

I got TokenAccountNotFoundError while I was trying to call getOrCreateAssociatedTokenAccount method. Of course there is enough devnet SOL at payer account, even ATA account exists already.
I appreciate if anyone already meet this error and let me know reference.
