Description

When mgw:milestone begins executing a milestone, post a GitHub Discussion in the Announcements category with: milestone name, issue list with assignees, board URL, and a summary of GSD routes planned. This is the team signal that autonomous execution has begun. If Discussions are not enabled, fall back to a milestone comment. Implement as a post-start hook in milestone.md.
