off-chain DAO voting implementation Chainlink + IPFS

Hi,

refering to this issue of the DAO tutorial I wonder of the procedure how this can be implemented.

Could someone shed some light how we can save votes to IPFS, aggregate them then and submit only the result to the governance contract later, all with the help of chainlink?

If I save votes inside IPFS I would need to store the IPFS link to the smart contract which again consumes gas. So how could that be implemented?
