Is maven-compiler-plugin required as dependency?

Hi, I stepped across the maven-compiler-plugin dependency at

jnetpcap-wrapper/pom.xml

<artifactId>maven-compiler-plugin</artifactId>

and wonder if this is required? It results maven-compiler-plugin and it's dependencies to be packed into the built jar, which probably should not be the case.

The compiler plugin is added later as build plugin:

jnetpcap-wrapper/pom.xml

Also not the two different versions for the plugin, 3.12.1 vs 3.11.0
