Electron app.relaunch() fails with v15.3.0 on Windows 10 x64

I have posted an issue in the Electron repo because I thought the app.relaunch() function was broken but when I commented out the electron-reloader it started working as expected.

I obviously have no idea why this happens, but I thought it was a good thing to report it here with a reference to the Electron issue.

I thought so but there seems to be another unknown and unpredictable issue revolving around Electron relaunch and Windows. For some time I fixed my app.relaunch problem bu removing electron-reloader. And later today, after updating my dependencies, the app.relaunch function stopped working again with zero relation to electron-reloader.

I wonder why app.relaunch doesn't work, are there some problems with app.relaunch so that the author add a line to quite?i think.
